The Windows Accessibility Options applet gives you fast but limited access to various features.

High contrast colour schemes can make the screen easier to view for some users by heightening screen contrast with alternative colour combinations and font sizes.

Check the tickbox to enable this feature.

Click on the Settings button to bring up this dialog. It's easy to choose White-on-Black or Black-on-White, simply by selecting the correct radio button. If you would like another colour scheme such as yellow-on-blue or white-on-green, then you'll need to create a display manually. See the Customizing the Display tutorial.

Once you have created your colour scheme you will be able to select it from the Custom list.
